Wilful neglect or failure on the part of a school superintendent, principal, teacher or other officer of a school to observe and carry out the requirements of §§ 15-532 and 15-710 is sufficient cause for dismissal or removal of such person from his position, and the superintendent of public instruction shall make necessary arrangements for carrying out the provisions of this section.
