A. The state board of education shall apportion the monies described in § 15-206 for the aid of the school districts of this state to supplement monies otherwise provided therefor.
B. Monies so apportioned shall be expended by the school districts for the purposes and in the manner set forth in the federal grant. In the absence of federal regulation the state board of education shall determine the purposes and methods of expenditure in accordance with § 15-206. The state board of education may, with the approval of the board of supervisors, authorize expenditure of monies received pursuant to § 15-206 in excess of the annual budgets of school districts.
