All final administrative determinations, findings and conclusions of the board or commissioner under this act are final and conclusive decisions of the matters involved. Any person aggrieved by the decision may obtain review of such decision in accordance with the Administrative Procedure Act [§§ 16-3-101 through 16-3-115]. Findings of fact by the board or commissioner, if supported by substantial evidence, are conclusive.
