Nothing herein contained shall be construed to permit the compensation of the judge of any statutory court, officer or employee to be in excess of the amount (taking into consideration the compensation he now receives as supplemental compensation from any county, county court, or other political subdivision) which can be paid under the rules and regulations of the pay board established by the President of the United States by virtue of the authority vested in him by the Economic Stabilization Act of 1970, 1 as from time to time amended; nor shall this section be construed to permit the annual salary of such judge, officer or employee to be reduced to a sum below that which he was being paid by the State of West Virginia and any county, county court, or other political subdivision on June thirty, one thousand nine hundred seventy-two.
