The provisions of this article have been enacted to conform to the mandates of the federal “Personal Responsibility and Work Opportunity Reconciliation Act of 1996”. 1 If a court of competent jurisdiction should determine, or if it is otherwise determined that the federal government lacked authority to mandate the license denials, nonrenewals, suspensions or restrictions contemplated by this article, then the provisions of this article shall be null and void and of no force and effect.
