If any garnishee, summoned as provided in this article, fail to answer, the court may either compel him to answer, or hear proof of the matters required by section twenty-four of this article to be disclosed by the garnishee's answer, concerning any debt or liability due by him to, or personal property in his possession or under his control of, the defendant in such attachment, and make such orders in relation thereto as if what is so proved had appeared in his answer.
