The director of health is authorized to promulgate and adopt rules and regulations as are necessary and incidental to the carrying out of the Compact and this article. Such authorization shall include, without limitation, rules and regulations necessary and incidental to carrying out subsection two, section (G), article three of the Compact. Such rules and regulations shall be promulgated only in accordance with article three, chapter twenty-nine-a of this code.
