With the assistance of executive branch agencies, other than the board of regents of the University of Wisconsin System, the department shall manage the information technology portfolio of executive branch agencies, other than the board of regents of the University of Wisconsin System, in accordance with a management structure that includes all of the following:
(1) Criteria for selection of information technology assets to be managed.
(2) Methods for monitoring and controlling information technology projects and assets.
(3) Methods to evaluate the progress of information technology projects and the effectiveness of information technology systems, including performance measurements for the information technology portfolio.
