For the purposes of naturalization proceedings only, pursuant to federal statutes (8 USC 1421), the counties of this state shall be considered as one district. A resident of this state who petitions for naturalization may file the petition with the office of clerk of circuit court located in any of the following cities:
(1) Superior.
(2) Eau Claire.
(3) La Crosse.
(4) Wisconsin Rapids.
(5) Green Bay.
(6) Sheboygan.
(7) Ashland.
(8) Wausau.
(10) Janesville.
(11) Fond du Lac.
(12) Madison.
(13) Waukesha.
(14) Kenosha.
(15) Racine.
(16) Elkhorn.
