Washington Revised Code Title 72. State Institutions § 72.66.034. Applicant's personality and conduct--Examination

Prior to the granting of any furlough, the secretary shall examine the applicant's personality and past conduct and determine whether or not he or she represents a satisfactory risk for furlough. The secretary shall not grant a furlough to any person whom he or she believes represents an unsatisfactory risk.
