(a) If the owner of lands or other property assessed by authority of this subchapter shall neglect to pay the City Treasurer the billed amount of such assessment within 30 days after the due date as noticed on the assessment, the City Treasurer shall issue a warrant for collection of the same and deliver the warrant to the Tax Collector for collection.
(b) In case of an appeal, if the court upholds the assessment and it has been recorded in the office of the City Clerk, payment shall be due within 30 days after the final court decision, and the City Treasurer shall issue a warrant for collection of the same and deliver the warrant to the Tax Collector for collection.
