(a) Giving due consideration to the fact that State policy, as established in 10 V.S.A. § 6601, provides that the generators of waste should pay disposal costs that reflect the real costs to society of waste management and disposal, the Board may establish and adjust a disposal fee structure (tipping fee) for the purpose of generating revenues from sources other than assessments to members.
(b) Whenever the District establishes a facility or contracts to use a facility, whether for treatment or disposal of solid waste, the District shall first consider implementing a fee structure which places the cost of treatment or disposal on the person seeking treatment or disposal of the solid waste. To the extent that such a fee structure can be implemented in an environmentally sound and economically beneficial way, the District shall implement such a fee structure.
