(a) The members of the Board of Trustees shall constitute the legislative body of the Village of Poultney for all purposes required by law.
(b) While the Board of Trustees shall establish policies governing the management of Village affairs, it shall be the sole duty and responsibility of the Village Manager to implement Village policies and supervise the day-to-day operation of Village government.
