The management and operation of the electric light plant provided for in this charter shall be vested in the Village Board of Trustees, under such bylaws and regulations as the Village at any legal meeting may enact and adopt, and the Village may make bylaws and regulations concerning the management and use of its electric light plant, and the lights furnished thereby, including the rates and charges for the same, and the collection for the same, as it may deem expedient.
