The Village is hereby authorized and empowered by and with the consent of the majority of the legal voters of the Village at a meeting legally warned and held for the purpose, to establish, maintain, and operate a dumping ground for the reception and disposal of leaves, trees, and like materials and to take by lease or purchase and hold such property, either real or personal or both, as may be necessary for those purposes, inside or outside the limits of the Village; and the Village shall have authority, by and with the consent of the majority of the legal voters of the Village at a meeting legally warned and held for the purpose, to borrow and appropriate money, to raise taxes, and to issue its corporate bonds for the purpose of purchasing, establishing, constructing, extending, enlarging, and maintaining the dump or refuse disposal plant.
