(a) Composition.There shall be a City Council consisting of a Mayor and four Councilors elected by the qualified voters of the City at large.
(b) Eligibility.Only qualified voters of the City shall be eligible to hold the office of Mayor or Councilor.
(c) Election and terms.At the annual City meeting, the City shall elect four councilors, as hereinafter set forth, who shall hold office for two years and until their successor takes office. Two councilors shall be elected at the annual City meeting to be held on the first Tuesday of March, following adoption of this charter, who shall hold office for two years. At each succeeding annual City meeting, two councilors shall be elected for two years.
