(a) Notwithstanding the provisions of 3 V.S.A. chapter 13, the Department may enter into agreements with a private or public organization for such organization to provide services or conduct programs for the benefit of the public which the Department by law is authorized to provide or conduct if the Department of Health finds that the organization is properly equipped and qualified for this purpose.
(b) This section shall apply to all services and programs which the Department conducts under this chapter, including the initiation of new combinations of public health and home health nursing services.
