There is authorized to be appropriated an additional amount for the Office of the Secretary, $30,000,000, to remain available until expended, to establish an Institute for Rural Partnerships. The Secretary shall establish a grant program and distribute the funds to three geographically diverse established land-grant universities. The Institute for Rural Partnerships shall dedicate resources to researching the causes and conditions of challenges facing rural areas, and develop community partnerships to address such challenges. Administrative or other fees shall not exceed one percent. Such partnership shall coordinate and publish an annual report.
