If the result of the election favors the development of a port by the district, the commissioners court shall declare the result and shall enter in the minutes of the commissioners court the following declaration:
“Commissioners Court __________ County, Texas, __________ term A.D. __________, in the matter of the petition of the navigation board, requesting that the right, power, and authority be granted to the navigation district to develop the port of __________ (enter the name of the municipality). Be It Known, that at an election called for that purpose in the district, held on the __________ day of __________ A.D. __________, a two-thirds majority of the electors voting on the proposition voted to develop port facilities.
“Now, Therefore, It is considered and ordered by the commissioners court that the district is authorized to proceed with the development of the port as authorized by law.”
