A master district may have directors which number five, seven, or any other uneven number up to 21.
(b) 1 The number shall be determined at the time of the creation of the district and may thereafter be changed by the directors of the district in a manner to conform to the requirements for equitable representation for the various areas of the master district.
(c) The election and qualification of the directors shall, where applicable, be controlled as provided by the other provisions of this chapter.
