(a) Except as provided by Subchapter E, Chapter 52, 1 basic network services of an electing company are regulated:
(1) in accordance with this chapter; and
(2) to the extent not inconsistent with this chapter, in accordance with:
(A) Subtitle A; 2
(B) Chapters 51, 54, 60, 62, and 63;
(C) Chapter 52, except for Subchapter F; 3
(D) Subchapters C, D, and E, Chapter 53; 4
(E) Chapter 55, except for:
(i) Subchapters F and G; 5 and
(ii) Sections 55.001, 55.002, 55.003, and 55.004;
(G) commission rules and procedures.
(b) The commission must approve a change in the terms of the tariff offering of a basic network service.
