Texas Utilities Code - UTIL § 53.063. Consideration of Profit or Loss From Sale or Lease of Merchandise

In establishing a public utility's rates, the commission may not consider a profit or loss that results from the sale or lease of merchandise, including appliances, fixtures, or equipment, to the extent that merchandise is not integral to providing utility service.
