Texas Utilities Code - UTIL § 163.077. Election for Addition of Public Entity

(a) Public entities may not adopt concurrent ordinances under Section 163.076 adding a participating public entity unless the addition has been approved by a majority of the qualified voters of the additional public entity at an election called and held for that purpose.
