(a) An assessment against abutting property or an owner of abutting property shall be made according to the frontage of that property on a street to be improved in proportion to the total frontage on all streets to be improved.
(b) The costs shall be apportioned according to the frontage or front foot rule but may not exceed the special benefit to the property.
