The commissioners court of a county may change a road designated in the petition calling for the establishment of a road district under this subchapter if at the hearing on the petition the court finds that the change:
(1) is necessary and practicable;
(2) would be a public benefit; and
(3) would be beneficial to all taxable property in the county.
