Personal identifying information collected by a joint board for which the constituent agencies are populous home-rule municipalities is confidential and not subject to disclosure under Chapter 552, Government Code, if the information collected is in relation to:
(1) a commercial online payment system and includes a person's:
(A) name, address, e-mail address, or phone number;
(B) account number, password, payment transaction activity, toll or charge record, or credit, debit, or other payment card number; or
(C) other personal financial information; or
(2) a person's use of an airport parking facility that includes:
(A) the person's name, address, e-mail address, phone number, and zip code;
(B) the person's license plate number, toll tag number, and credit, debit, or other payment card number; or
(C) the dates the person's vehicle was parked at the facility, the date the person's vehicle exited the facility, and the amount the person paid to park in the facility.
