(a) The initial territory of the authority consists of the combined territories of each of the member districts as of the effective date of the law creating this chapter, regardless of whether the territory contains noncontiguous parcels of land or whether the territory is located within the boundaries of any other governmental entity or political subdivision of this state.
(b) The authority may annex additional territory under Section 8815.006.
(c) Territory may be excluded from the authority under Section 8815.005.
