(a) This section applies only to a contract between the authority and the Commissioners Court of Bexar County entered into before May 26, 1961, to finance the construction of certain flood control and soil conservation works of improvement in Bexar County.
(b) Except as provided by Subsection (c), the authority may not spend any income or revenue derived from the contract for a purpose other than a purpose specifically provided for by the contract.
(c) The board may allocate a reasonable amount of income or revenue derived from the contract to pay for:
(1) authority overhead costs;
(2) operational costs; and
(3) fees of directors who reside in Bexar County.
