(a) The board shall elect from the board's membership a president, a vice president, and any other officers as the board determines necessary. The president is the district's chief executive officer and the board's presiding officer. Except as provided by Section 8509.0106, the vice president shall act as president if the president is absent or fails or declines to act.
(b) The board shall appoint a secretary and a treasurer, who are not required to be directors. The board may combine the offices of secretary and treasurer. (Acts 63rd Leg., R.S., Ch. 438, Sec. 18 (part).)
