Each economic development program must be established by formal action of the board. The board shall:
(1) establish the goals of the program;
(2) impose requirements on persons participating in and receiving the benefits of
the program; and
(3) provide restrictions, procedures, and budget limits that the board determines
are necessary to ensure that the governmental purposes of this subchapter and the
program are achieved. (Acts 43rd Leg., 1st C.S., Ch. 63, Sec. 13B(b).)
