Not later than the 30th day after the date of a division under this subchapter, the district shall provide written notice of the plan for division to:
(1) the Texas Commission on Environmental Quality;
(2) the attorney general;
(3) the commissioners court of each county in which a new district is located; and
(4) each municipality having extraterritorial jurisdiction over territory in a new district.
