(a) In addition to annexing land under Section 7803.102, the board may annex land to the district as a separately defined area on the petition of the owner or owners of a majority of the land contained in an area defined by metes and bounds outside the district.
(b) The petition must be filed with the board. (Acts 62nd Leg., R.S., Ch. 135, Sec. 26(a) (part).)
