The city may enter into an agreement with each person who owns land in the district at the time the agreement is executed that relates to any aspect of the development of property in or outside the district, including a provision agreed to by the city and an owner relating to:
(1) a type of improvement;
(2) density of development;
(3) timing of construction of an improvement; and
(4) aesthetics.
