(a) The board shall employ any person the board considers necessary to conduct district affairs, including:
(1) engineers;
(2) attorneys;
(3) financial advisors;
(4) economists;
(5) a general manager;
(6) a utility operator;
(7) bookkeepers;
(8) auditors; and
(9) clerical workers.
(b) The board by resolution shall determine the compensation and terms of service of any person employed or hired by the district.
(c) The board may remove any employee.
(d) The board may require an employee to execute a bond payable to the district and conditioned on the faithful performance of the person's duties.
