(a) The board shall require the board secretary to keep suitable records of all proceedings of each board meeting.
(b) After each meeting:
(1) the manager presiding at the meeting shall read and sign the record; and
(2) the board secretary shall attest the record. (Acts 62nd Leg., R.S., Ch. 848, Sec. 4(e) (part).)
