(a) A license issued under this chapter expires on the second anniversary of the date of issuance. The executive commissioner by rule shall adopt a system under which licenses expire on various dates during the year.
(b) A person may not engage in activities that require a license if the person's license has expired and is not renewed as provided by this subchapter.
