(a) If the secretary of state determines at a hearing conducted under Chapter 2001, Government Code, that a person has violated this chapter, the secretary shall:
(1) notify the person in writing of:
(A) the secretary's findings; and
(B) the amount of the administrative penalty; and
(2) enter an order requiring the person to pay the penalty.
(b) A person shall, not later than the 30th day after receiving notice under Subsection (a):
(1) pay the penalty to the secretary; or
(2) forward the penalty to the secretary for deposit in an escrow account and request judicial review of:
(A) the secretary's findings; or
(B) the amount of the penalty.
