Texas Occupations Code - OCC § 2034.001. Rules Relating to Unlawful Influences on Racing and Required Testing

(a) The commission shall adopt rules prohibiting a person from unlawfully influencing or affecting the outcome of a race, including rules relating to the use of a prohibited device or prohibited substance at a racetrack or at a training facility.

(b) The commission shall require testing to determine whether a prohibited substance has been used.
