(a) The payment to the estate of the deceased state employee shall be computed by multiplying the employee's hourly rate of compensation at the time of death by the total number of leave hours determined under Section 661.035.
(b) Under this section, rate of compensation:
(1) includes an emolument in lieu of base pay for which the state employee was eligible on the last day of employment; and
(2) does not include longevity or hazardous duty pay.
