(a) In addition to the authority granted by other law regarding telemedicine medical services, the executive commissioner may review rules and procedures applicable to reimbursement of a telemedicine medical service provided through any government-funded health program subject to the commission's oversight. The executive commissioner may modify the rules and procedures as necessary to ensure that reimbursement for a telemedicine medical service is provided:
(1) in a cost-effective manner; and
(2) only in circumstances in which providing the service is clinically effective.
(b) This section does not affect the commission's authority or duties under other law regarding reimbursing a telemedicine medical service under Medicaid.
