(a) The commission shall establish a system under which members of the public can call a toll-free telephone number to obtain information about available patient assistance programs. The commission shall ensure that the system is staffed at least during normal business hours with persons who can:
(1) determine whether a patient assistance program is offered for a particular drug;
(2) determine whether a person may be eligible to participate in a program; and
(3) assist persons who wish to apply for a program.
(b) The commission shall publicize the telephone number to pharmacies and prescribers of drugs.
