(a) The board and department shall jointly establish a work group consisting of board members and parole commissioners who actively serve on a parole panel and staff representatives from the division to assess the impact and effectiveness of special conditions.
(b) The work group shall:
(1) discuss the efficacy of special conditions;
(2) assess the continuing need for the use of specific special conditions; and
(3) identify potential modifications to special conditions for the board to consider adopting.
(c) In discussing the efficacy of special conditions under Subsection (b), the work group shall solicit input from parole officers and other relevant parties.
(d) The work group shall meet annually.
