The governor, on the recommendation of the Texas Transportation Commission or on the request of the United States supported by the recommendation of the Texas Transportation Commission, may convey to the United States an easement or other interest in land that:
(1) is located near a federally owned or operated military installation or facility; and
(2) may be necessary for the construction, operation, and maintenance of the military installation or facility.
