(a) If the department determines there is sufficient economic impact on state government, the department may intervene on behalf of state agencies in telecommunications rate cases and may hire special counsel and expert witnesses to prepare and present testimony.
(b) The attorney general shall represent the department before the courts in all appeals from rate cases in which the department intervenes.
