Each state agency shall review its requirements for forms, data collection, and notarization when planning to deliver a service through the Internet to determine if the information is necessary and, if necessary, the appropriate level of authentication. Based on this review, the agency shall:
(1) eliminate any unnecessary requirements; and
(2) adjust security to the appropriate level for any necessary requirements.
