(a) The board shall employ an executive director. The executive director is the chief information officer for Texas state government.
(b) The executive director has authority for all aspects of information technology for state agencies, including:
(1) the use of technology to support state goals;
(2) functional support to state agencies;
(3) technology purchases;
(4) deployment of new technology;
(5) delivery of technology services; and
(6) provision of leadership on technology issues.
