Texas Government Code - GOV'T § 1502.063. Additional Authority of Municipality With a Population of 50,000 or More

Notwithstanding any other provision of this chapter, in connection with the issuance of public securities under this chapter, the governing body of a municipality with a population of 50,000 or more may exercise any authority granted to a governing body under Chapter 1371 in connection with the issuance of obligations under that chapter.
