(a) A contract for construction or purchase under this chapter involving the expenditure of more than $2,000 may be made only after advertising in the manner provided by Chapter 252, Local Government Code, or Subchapter C, 1 Chapter 262, Local Government Code, as applicable.
(b) The provisions of Chapter 2253 relating to performance and payment bonds apply to construction contracts let by the issuer.
