The department may sue to enforce the collection of a fee owed to the department under a law administered by the department. In the suit a certificate by the banking commissioner showing the delinquency is prima facie evidence of:
(1) the levy of the fee or the delinquency of the stated fee amount; and
(2) compliance by the department with the law relating to the computation and levy of the fee.
