(a) To maintain the statewide voter registration list and to prevent duplication of registration in more than one state or jurisdiction, the secretary of state shall use data of registered voters who apply for a driver's license or personal identification card in another state to identify voters:
(1) whose addresses have changed;
(2) who are not qualified under Section 11.002(a)(4); or
(3) who are registered to vote in more than one state.
(b) For purposes of implementing this section, the Department of Public Safety shall share with the secretary of state any data related to individuals who hold a driver's license or personal identification card in this state and who apply for a driver's license or personal identification card in another state.
(c) The secretary of state may, in consultation with the Department of Public Safety, adopt rules and establish procedures for the administration of this section.
